The issue doesn’t appear to be limited to that one user. The thread has over 1,500 upvotes, and similar threads on r/netflix—such as this one—detail subscribers receiving the same error even after trying various workarounds.

Netflix’s own help page describes Error Code NSES-500 as a server issue that stops the browser from loading the website; there’s no indication the company is deliberately preventing cancellations. Still, the timing is unfortunate, given Netflix’s recent US price hikes:
