🦄 Skills Aren’t a Magic Boost – They’re Context Management
Skills change when context is loaded.
When you add Copilot skills you quickly move from a “how‑to” to a discussion about behaviour. The same patterns that power custom agents, reusable prompts, and repository instructions apply here: the mechanism matters more than the file itself.
The Core Frustration
Most people expect a skill to make the agent smarter. In reality it makes the agent more selective. The interesting question is when a skill helps and when it hurts.

📦 What a Skill Does

- Blueprints (
.github/copilot-instructions.md) contain universal guidance that is always present. - Tools (skills) are fetched only when the current task matches their description, preventing baseline context bloat.

The directory tree itself is not important; what matters is when the agent activates the skill.
- Only the metadata (name & description) is examined initially.
- If the description matches the task, the agent loads the full
SKILL.md. - Additional files inside the skill folder remain invisible unless explicitly referenced.

⚙️ How Activation Works
- Baseline Load – The agent reads the repository’s baseline instructions.
- Metadata Scan – It scans each skill’s
nameanddescription. - Match? – If the current request matches a description, the agent loads that skill’s
SKILL.md. - Execution – The skill’s procedural guidance is applied.
- No Match – The skill never appears in the agent’s context, so nothing is “forgotten”.

When a user asks the agent to “update the changelog”, the description matches, the skill loads, and the guidance above is applied.

Execution Workflow
When invoked to rewrite a changelog entry:
- Read
CHANGELOG.mdto extract tone and structure. - Identify release type and breaking changes.
- Select emoji(s) appropriate to the release theme.
- Craft an italicized opening quote.
- Write the body content.
- Validate links, formatting, and breaking‑change visibility.
The key observation isn’t the workflow itself; it’s the activation boundary. Without activation, none of that logic exists in the agent’s working memory.

- If a behavior must apply consistently, it belongs in the repository or in global instructions.
- If a behavior is conditional, procedural, or task‑specific, it belongs in a skill.
A skill should feel like a tool you occasionally reach for—not a consistent rule the agent has to rediscover on its own every session. However, once instructions grow large enough, they stop acting like baseline context and start acting like noise. At that point, trimming becomes more valuable than adding.

Review
#copilot‑instructions.mdand optimize for AI consumption. Remove information that can be inferred from repository structure or code usage. Eliminate duplication and anything that does not improve clarity or reduce ambiguity. Preserve personality and tone directives. The final file should prioritize agent understanding over human readability.
💡 ProTip: Back up the original first. Agents are confident editors, and occasionally confident editors erase the one line that mattered most.
