Google confirmed to Android Authority that this restriction is lifted with the new Air: you can pair both the Fitbit Air and a Pixel Watch to the same Android device simultaneously, without needing to disconnect or unpair either.

While there’s no functional benefit to wearing both devices at the same time—the Fitbit Air syncs only to the Android phone, not directly to the Pixel Watch—this flexibility eliminates the need to constantly switch between devices. Google plans to extend this capability to other Fitbit trackers, allowing them to be used alongside a Pixel Watch as well. No specific timeline has been announced, but the feature is expected to arrive soon.
