SpaceX has secured a 100 % property tax abatement from Grimes County, Texas, for its proposed $55 billion Terafab semiconductor chip manufacturing facility. According to local news outlet KBTX, Grimes County commissioners voted 4‑1 on Wednesday, June 4 to approve both a Reinvestment Zone designation and the tax abatement, which will fully exempt SpaceX from property taxes tied to the project in exchange for a regular payment schedule.

Details of the tax abatement

  • Payment structure: Instead of property taxes, SpaceX will remit a lump‑sum of $10 million to the county, followed by $20 million annually for 35 years.
  • Three‑part proposal:
    1. Obligation framework for jobs and infrastructure.
    2. Tax Increment Reinvestment Zone (TIRZ) designation.
    3. 35‑year PILOT (Payment In Lieu Of Taxes) agreement.

The vote followed a hearing that drew more than 100 residents to the Grimes County courthouse.

Elon Musk’s response

In an X post, Elon Musk defended the exemption, stating that it is “standard practice for massive capital investments” because the Terafab will house extremely expensive chip‑making equipment. He added that property taxes on such equipment would place SpaceX at a competitive disadvantage relative to other chip fabs worldwide.

Musk also highlighted the county’s benefit:

“If this location works out, SpaceX will still be paying an annual amount that increases tax revenue for Grimes County by ~25 % and will be by far the biggest source of revenue for the county.”

Broader context

SpaceX is advancing the Terafab project as part of a strategic pivot beyond aerospace into computing infrastructure and domestic chip production. The company already operates Colossus 1, a massive data center rented out to Anthropic, and is currently building Colossus 2.
