“아이디어만 있으면 누구나 창업할 수 있다.”

중소벤처기업부가 추진하는 대국민 창업 프로젝트 ‘모두의 창업’이 본격적인 항해를 시작했다. 전국에서 6만3천여 명이 지원한 가운데 5천 명의 예비 창업자가 선발되며 국민 창업 시대의 막이 올랐다.

중소벤처기업부는 16일 서울 스타트업·벤처 캠퍼스(SVC Seoul)에서 ‘모두의 창업 1기 출범식’을 개최하고 전국 17개 시·도에서 동시 오리엔테이션과 네트워킹 프로그램을 진행했다.

이번 프로젝트는 혁신적인 아이디어를 보유한 국민 누구나 창업에 도전할 수 있도록 설계된 국가 단위 창업 지원 프로그램이다. 기존 창업 지원사업이 사업계획서와 창업 경험 중심이었다면, 모두의 창업은 아이디어 단계부터 도전을 지원하는 것이 특징이다.

경쟁률 12.6대 1…5천 명 창업가 선발

지난 3월부터 진행된 모집에는 총 6만2,944건의 아이디어가 접수됐다. 기술 분야 5만1,907건, 로컬 분야 1만1,037건이 몰리며 높은 관심을 입증했다.

심사를 거쳐 선발된 5천 명은 전문 멘토링과 창업활동자금, AI 솔루션, 규제 스크리닝 등 창업 전 과정에 걸친 패키지 지원을 받는다.

행사에 참석한 프라이머 권도균 대표는 심사 총평을 통해 “이번 선발 과정에서 확인한 가장 큰 자산은 끝까지 해내겠다는 도전자들의 실행 의지였다”며 “멘토단 역시 성공적인 창업으로 이어질 수 있도록 단계별 밀착 지원을 아끼지 않겠다”고 말했다.

선정자 대표로 나선 ‘인생 재정 계산기 서비스’ 제안자는 “실패가 두려워 창업을 망설였지만 아이디어 하나로 도전할 수 있다는 점에서 용기를 얻었다”며 “이번 프로젝트를 완주해 실제 성과로 증명하겠다”고 밝혔다.

전국 17개 시·도서 동시 출범

서울 본행사와 동시에 전국 각 지역에서는 운영기관 중심의 오리엔테이션이 열렸다.

경남에서는 경남창조경제혁신센터를 중심으로 경상국립대학교, 국립창원대학교 산학협력단, 인제대학교, 경남청년창업사관학교, 시리즈벤처스 등 6개 기관이 참여해 창업자 지원 체계를 구축했다.

대구에서는 기술 분야 비수도권 최대 규모인 3,836건의 아이디어가 접수됐으며, 413명의 1라운드 선정자가 본격적인 보육 프로그램에 들어갔다. 대구창조경제혁신센터를 비롯해 소풍커넥트, Plug and Play, 경북대학교, 계명대학교 등 7개 기관이 참여해 멘토링과 사업화 지원을 맡는다.

인천 역시 인천창조경제혁신센터와 인천지방중소벤처기업청을 중심으로 지역 창업자들을 위한 오리엔테이션과 멘토기관 네트워킹을 진행하며 본격적인 창업 지원에 나섰다.

“실패해도 다시 도전”

이번 프로젝트의 특징은 선발되지 못한 지원자들까지 지원 대상으로 포함했다는 점이다.

정부는 1기에 선정되지 못한 5만8천여 명을 대상으로 재도전 멘토링 프로그램을 제공한다. 향후 아이디어를 보완해 재지원할 경우 가점 등 우대 혜택도 제공할 예정이다.

또한 오는 7월 모집 예정인 2기에서는 선발 규모를 확대하고 재도전 기능을 강화하는 등 참여 기회를 넓힐 계획이다.

한성숙 중소벤처기업부 장관은 “선발된 5천 명의 혁신 주체들이 대한민국을 넘어 글로벌 무대의 주인공으로 성장할 수 있도록 정부와 민간이 원팀이 되어 창업 전 과정을 지원하겠다”며 “역동적인 모두의 창업 생태계를 구축해 명실상부한 창업 국가를 실현하겠다”고 밝혔다.

이번 프로젝트는 단순한 창업 교육 프로그램을 넘어 국가가 실패 비용을 분담하고 민간이 성장 과정을 지원하는 새로운 창업 실험이라는 점에서 주목받고 있다. 전국 17개 시·도에서 출발한 5천 명의 도전이 실제 창업과 투자, 일자리 창출로 이어질 수 있을지 관심이 모아진다.

Anyone can start a business as long as they have an idea.

“Startup for All,” a nationwide startup project promoted by the Ministry of SMEs and Startups, has set sail in earnest. With 5,000 prospective entrepreneurs selected from over 63,000 applicants across the country, the era of national startups has begun.

On the 16th, the Ministry of SMEs and Startups held the ‘Launch Ceremony for the 1st Cohort of Startups for All’ at the Seoul Startup & Venture Campus (SVC Seoul) and conducted simultaneous orientation and networking programs in 17 cities and provinces nationwide.

This project is a national-level startup support program designed to enable any citizen with an innovative idea to take on the challenge of starting a business. While existing startup support programs focused on business plans and experience, “Startups for All” is characterized by supporting endeavors starting from the idea stage.

Competition rate 12.6 to 1… 5,000 entrepreneurs selected

A total of 62,944 ideas were received during the recruitment process that began last March. High interest was demonstrated with 51,907 submissions in the technology sector and 11,037 in the local sector.

The 5,000 selected through the screening process receive package support covering the entire startup process, including professional mentoring, startup funding, AI solutions, and regulatory screening.

Primer CEO Kwon Do-kyun, who attended the event, stated in his overall assessment of the evaluation, “The greatest asset confirmed during this selection process was the challengers’ determination to see it through to the end,” adding, “The mentoring team will also spare no close support at every stage to ensure successful startups.”

The proposer of the ‘Life Financial Calculator Service,’ who spoke on behalf of the selected participants, stated, “I hesitated to start a business out of fear of failure, but I gained courage from the fact that I could take on the challenge with just an idea,” adding, “I will complete this project and prove it with tangible results.”

Simultaneous launch in 17 cities and provinces nationwide

Simultaneously with the main event in Seoul, orientations led by operating organizations were held in various regions across the country.

In Gyeongnam, a support system for entrepreneurs was established with the participation of six organizations, including Gyeongsang National University, Changwon National University Industry-Academic Cooperation Foundation, Inje University, Gyeongnam Youth Entrepreneurship Academy, and Series Ventures, centered around the Gyeongnam Creative Economy Innovation Center.

In Daegu, 3,836 ideas were submitted, the largest number in the technology sector outside the capital region, and 413 finalists selected in the first round have entered a full-scale incubation program. Seven organizations, including the Daegu Center for Creative Economy Innovation, Sopung Connect, Plug and Play, Kyungpook National University, and Keimyung University, are participating to provide mentoring and support for commercialization.

Incheon has also embarked on full-scale startup support, centered around the Incheon Creative Economy Innovation Center and the Incheon Regional Small and Medium Business Administration, by conducting orientations for local entrepreneurs and networking with mentor organizations.

Even if you fail, try again

A key feature of this project is that it includes applicants who were not selected as eligible candidates.

The government is providing a second chance mentoring program for approximately 58,000 people who were not selected in the first round. It also plans to offer preferential benefits, such as bonus points, to those who reapply after refining their ideas.

In addition, for the second round scheduled for recruitment in July, we plan to expand opportunities for participation by increasing the selection scale and strengthening the re-challenge function.

Minister of SMEs and Startups Han Sung-sook stated, “The government and the private sector will become one team to support the entire startup process so that the 5,000 selected innovative leaders can grow into protagonists on the global stage beyond Korea,” adding, “We will build a dynamic startup ecosystem for everyone to realize a true startup nation.”

This project is drawing attention as a new startup experiment that goes beyond a simple startup education program, where the government shares the costs of failure and the private sector supports the growth process. Interest is focused on whether the challenges undertaken by 5,000 people from 17 cities and provinces across the country will lead to actual startups, investments, and job creation.

中小ベンチャー企業部が推進する大国民創業プロジェクト「みんなの創業」が本格的な航海を始めた。全国で6万3千人余りが支援した中、5千人の予備創業者が選抜され、国民創業時代の幕が上がった。

中小ベンチャー企業部は16日、ソウルスタートアップ・ベンチャーキャンパス(SVC Seoul)で「みんなの創業1期発足式」を開催し、全国17の市・道で同時オリエンテーションとネットワーキングプログラムを行った。

今回のプロジェクトは革新的なアイデアを保有する国民誰もが創業に挑戦できるように設計された国家単位創業支援プログラムだ。既存の創業支援事業が事業計画書と創業経験を中心としたならば、皆の創業はアイデア段階から挑戦を支援するのが特徴だ。

競争率12.6対1… 5千人の創業者が選抜

去る3月から行われた募集には計6万2,944件のアイデアが受け付けられた。技術分野5万1,907件、ローカル分野1万1,037件が集まり、高い関心を立証した。

審査を経て選抜された5千人は専門メンタリングと創業活動資金、AIソリューション、規制スクリーニングなど創業全過程にわたるパッケージ支援を受ける。

イベントに出席したプライマーのクォン・ドギュン代表は、審査総評を通じて「今回の選抜過程で確認した最大の資産は最後までこなすという挑戦者たちの実行意志だった」とし、「メンター団も成功した創業につながるよう段階的密着支援を惜しまない」と話した。

選定者代表に乗り出した「人生財政計算機サービス」提案者は「失敗が恐れて創業を躊躇したが、アイデア一つに挑戦できるという点で勇気を得た」とし「今回のプロジェクトを完走して実際の成果で証明する」と明らかにした。

全国17市・図書同時発足

ソウル本行事と同時に全国各地域では運営機関中心のオリエンテーションが開かれた。

慶南では慶南創造経済革新センターを中心に慶尚国立大学、国立昌原大学産学協力団、仁済大学、慶南青年創業士官学校、シリーズベンチャーズなど6つの機関が参加して創業者支援体系を構築した。

大邱では技術分野非首都圏最大規模の3,836件のアイデアが受けられ、413人の1ラウンド選定者が本格的な保育プログラムに入った。大邱創造経済革新センターをはじめ、ピクニックコネクト、Plug and Play、慶北大学、戒明大学など7つの機関が参加し、メンタリングと事業化支援を担当する。

仁川も仁川創造経済革新センターと仁川地方中小ベンチャー企業庁を中心に地域創業者のためのオリエンテーションとメンター機関ネットワーキングを進めて本格的な創業支援に乗り出した。

「失敗してもまた挑戦」

今回のプロジェクトの特徴は、選抜されなかった志願者まで支援対象として含めたという点だ。

政府は１期に選ばれなかった５万８千人を対象に再挑戦メンタリングプログラムを提供する。今後のアイデアを補完して再支援する場合、家店など優遇特典も提供する予定だ。

また、来る7月募集予定の2期では、選抜規模を拡大し、再挑戦機能を強化するなど参加機会を広げる計画だ。

ハン・ソンスク中小ベンチャー企業部長官は「選抜された5千人のイノベーション主体が大韓民国を越えてグローバル舞台の主人公に成長できるように政府と民間がワンチームになって創業全過程を支援する」とし「ダイナミックな皆の創業生態系を構築して名実共に創業国家を実現する」と明らかにした。

今回のプロジェクトは、単なる創業教育プログラムを超えて国家が失敗費用を分担し、民間が成長過程を支援する新しい創業実験だという点で注目されている。全国17の市・道から出発した5千人の挑戦が、実際の創業と投資、雇用創出につながるのか関心が集まっている。

由中小企业和创业部推动的全国性创业项目“全民创业”已正式启动。该项目从全国6.3万多名申请者中遴选出5000名潜在创业者，标志着全国创业时代的开启。

16日，中小企业和创业部在首尔创业与风险投资园区（SVC Seoul）举行了“首批面向全民的创业公司启动仪式”，并在全国17个城市和省份同时开展了迎新和交流活动。

该项目是一项国家级创业扶持计划，旨在帮助任何拥有创新理念的公民迎接创业挑战。与现有创业扶持计划侧重于商业计划书和经验不同，“全民创业”计划的特点在于从构思阶段就开始支持创业活动。

竞争率为12.6比1…… 5000名创业者入选

自去年三月开始的征集过程中，共收到 62,944 份创意。其中，科技领域收到 51,907 份，本地领域收到 11,037 份，这表明各界对此表现出浓厚的兴趣。

通过筛选过程选出的 5000 名创业者将获得涵盖整个创业过程的一揽子支持，包括专业指导、创业资金、人工智能解决方案和监管审查。

出席活动的 Primer 首席执行官权道均在对评估结果的总体评价中表示：“此次选拔过程中最大的优势在于挑战者们坚持到底的决心。”他还补充道：“导师团队也将在每个阶段不遗余力地提供密切支持，以确保创业公司取得成功。”

在全国17个城市和省份同步推出

在首尔举行主要活动的同时，全国各地也举办了由运营机构主导的培训活动。

在庆尚南道，由庆尚国立大学、昌原国立大学产学合作基金会、仁济大学、庆南青年创业学院和 Series Ventures 等六个机构参与，以庆南创意经济创新中心为中心，建立了创业者支持体系。

在大邱，共收到3836个创意，是首都圈以外科技领域创意数量最多的一次。首轮选拔出的413个决赛入围者已进入全面孵化项目。包括大邱创意经济创新中心、Sopung Connect、Plug and Play、庆北国立大学和启明大学在内的七家机构参与其中，为创意商业化提供指导和支持。

仁川市也已开始全面扶持创业企业，以仁川创意经济创新中心和仁川地方中小企业厅为中心，为当地企业家举办指导活动，并与导师机构建立联系。

即使失败了，也要再试一次。

政府为约5.8万名在第一轮选拔中落选的人员提供第二次机会指导计划。政府还计划为那些完善方案后再次申请的人员提供优惠政策，例如加分。

此外，对于定于 7 月进行的第二轮招聘，我们计划通过扩大选拔范围和加强复选机制来扩大参与机会。

« Startup pour tous », un projet national de soutien aux startups promu par le ministère des PME et des Startups, a été officiellement lancé. Avec 5 000 entrepreneurs potentiels sélectionnés parmi plus de 63 000 candidats à travers le pays, l’ère des startups nationales a commencé.

Le 16, le ministère des PME et des Startups a organisé la « cérémonie de lancement de la 1re promotion de Startups pour tous » au Seoul Startup & Venture Campus (SVC Seoul) et a mené simultanément des programmes d’orientation et de réseautage dans 17 villes et provinces à travers le pays.

Ce projet est un programme national de soutien aux jeunes entreprises conçu pour permettre à tout citoyen porteur d’une idée novatrice de relever le défi de la création d’entreprise. Alors que les programmes de soutien existants se concentrent sur les plans d’affaires et l’expérience, « Startups pour tous » se distingue par son accompagnement des projets dès leur conception.

Taux de concurrence de 12,6 pour 1… 5 000 entrepreneurs sélectionnés

Au total, 62 944 idées ont été reçues lors du processus de recrutement lancé en mars dernier. Un vif intérêt a été constaté, avec 51 907 candidatures dans le secteur technologique et 11 037 dans le secteur local.

Les 5 000 candidats sélectionnés à l’issue du processus de sélection reçoivent un accompagnement complet couvrant l’ensemble du processus de création d’entreprise, incluant un mentorat professionnel, un financement de démarrage, des solutions d’IA et une analyse réglementaire.

Kwon Do-kyun, PDG de Primer, présent à l’événement, a déclaré dans son évaluation globale : « Le plus grand atout constaté lors de ce processus de sélection a été la détermination des candidats à aller jusqu’au bout », ajoutant : « L’équipe de mentorat apportera également un soutien sans faille à chaque étape pour garantir le succès des startups. »

Le porteur du projet « Life Financial Calculator Service », s’exprimant au nom des participants sélectionnés, a déclaré : « J’ai hésité à me lancer dans les affaires par peur de l’échec, mais j’ai puisé du courage dans le fait que je pouvais relever le défi avec une simple idée », ajoutant : « Je mènerai ce projet à terme et le prouverai par des résultats concrets. »

Lancement simultané dans 17 villes et provinces du pays

Parallèlement à l’événement principal à Séoul, des séances d’information animées par les organismes opérationnels ont eu lieu dans différentes régions du pays.

À Gyeongnam, un système de soutien aux entrepreneurs a été mis en place avec la participation de six organisations, dont l’Université nationale de Gyeongsang, la Fondation de coopération industrie-université de l’Université nationale de Changwon, l’Université d’Inje, l’Académie d’entrepreneuriat des jeunes de Gyeongnam et Series Ventures, autour du Centre d’innovation de l’économie créative de Gyeongnam.

À Daegu, 3 836 idées ont été soumises, soit le plus grand nombre dans le secteur technologique en dehors de la région de la capitale. Parmi les 413 finalistes sélectionnés lors de la première phase, 413 ont intégré un programme d’incubation complet. Sept organisations, dont le Centre de Daegu pour l’innovation dans l’économie créative, Sopung Connect, Plug and Play, l’Université nationale de Kyungpook et l’Université Keimyung, participent à ce programme en offrant un mentorat et un soutien à la commercialisation.

Incheon s’est également lancée dans un soutien à grande échelle aux jeunes entreprises, articulé autour du Centre d’innovation de l’économie créative d’Incheon et de l’Administration régionale des petites et moyennes entreprises d’Incheon, en organisant des séances d’orientation pour les entrepreneurs locaux et en établissant des réseaux avec des organisations mentors.

Même si vous échouez, réessayez.

L’une des caractéristiques essentielles de ce projet est qu’il inclut des candidats qui n’avaient pas été retenus comme candidats admissibles.

Le gouvernement propose un programme de mentorat de seconde chance à environ 58 000 personnes non retenues lors de la première sélection. Il prévoit également d’offrir des avantages, tels que des points bonus, à ceux qui soumettent une nouvelle candidature après avoir peaufiné leurs idées.

De plus, pour la deuxième phase de recrutement prévue en juillet, nous prévoyons d’élargir les possibilités de participation en augmentant le nombre de candidats sélectionnés et en renforçant la fonction de renouvellement des candidatures.

La ministre des PME et des Start-ups, Han Sung-sook, a déclaré : « Le gouvernement et le secteur privé formeront une seule équipe pour soutenir l’ensemble du processus de création d’entreprise afin que les 5 000 leaders innovants sélectionnés puissent devenir des acteurs majeurs sur la scène mondiale, au-delà de la Corée. » Elle a ajouté : « Nous construirons un écosystème de startups dynamique pour que chacun puisse réaliser une véritable nation de startups. »

Ce projet suscite l’intérêt en tant qu’expérimentation novatrice qui dépasse le cadre d’un simple programme de formation à la création d’entreprises, où l’État partage les coûts d’un échec et le secteur privé soutient la croissance. L’attention se porte sur la question de savoir si les défis relevés par 5 000 personnes issues de 17 villes et provinces du pays déboucheront sur la création de véritables entreprises, des investissements et des emplois.
