Background

Nvidia’s H200 GPU has been at the center of U.S. export controls aimed at limiting advanced AI chips from reaching China. After a policy reversal by the Trump administration that relaxed restrictions on the H200, Nvidia announced plans to prepare 82,000 AI GPUs for the Chinese market just two weeks later.

Recent House Hearing

During a hearing of the House Foreign Affairs Committee, David Peters, Assistant Secretary for Export Enforcement at the U.S. Department of Commerce, said the department has not approved any sales of the Nvidia H200 to China. Peters was responding to a question from Representative Sydney Kamlager‑Dove (D‑CA) about how many H200 GPUs have been cleared for export since the policy change.

“My understanding is that so far, none.” – David Peters

The hearing highlighted the administration’s ongoing efforts to crack down on the smuggling of AI GPUs to China.

Implications for Nvidia

  • The lack of approved sales is a setback for Nvidia’s goal of regaining its Chinese market share, which has reportedly fallen to zero after previously holding as much as 95%.
  • Despite optimism surrounding the H200’s demand in China, the current export licensing bottleneck means Nvidia cannot yet ship the GPUs it has prepared.
