The issue with Apple’s verification server is now resolved.
Issue overview
If you’re an Apple developer unable to install test builds on your device, you’re not alone. While Apple’s system status page for developer services doesn’t list any problems, there have been widespread reports over the last few hours about this issue. It also affects enterprise app installation.
The problem appears to stem from an Apple verification server involved in the installation process. To developers, it manifests as a connectivity issue on their end rather than an Apple‑side problem.

Unable to Verify App
An Internet connection is required to verify trust of the developer [name]. This app will not be available until verified.
Tracking the problem
A Reddit post from earlier today is tracking the problem:

For now, at least some developers are unable to install and test code changes on‑device until the issue is resolved.
