Zoox starts mapping Dallas and Phoenix for its robotaxis

Zoox is now mapping the streets of Dallas, Texas, and Phoenix, Arizona as a precursor to testing its autonomous vehicles in the two Sun Belt cities.

Mapping and Testing Strategy

  • Zoox sent a small number of its Toyota Highlander SUVs to each city. Workers will drive these vehicles to help the autonomous software learn the local road layouts.
  • After the initial mapping, Zoox will begin testing its self‑driving system using the SUVs before transitioning to its purpose‑built robotaxis.

Expansion Footprint

  • Once operational in Dallas and Phoenix, Zoox will be active in 10 U.S. cities: Atlanta, Austin, Las Vegas, Los Angeles, Miami, the San Francisco Bay Area, Seattle, Washington, D.C., plus the two new markets.
  • The company currently offers free rides in Las Vegas and San Francisco through its early‑rider program.
  • To date, Zoox has logged more than a million autonomous miles in Las Vegas and San Francisco and has ferried over 300,000 passengers.

Regulatory Landscape

  • Zoox is awaiting federal approval for its purpose‑built autonomous vehicle, which lacks a steering wheel and pedals, before launching a true commercial robotaxi service.
  • The National Highway Traffic Safety Administration (NHTSA) granted Zoox an exemption from the Federal Motor Vehicle Safety Standards in August, allowing demonstration of its AVs on public roads. Further exemptions are needed for commercial operation.
  • Additional permissions from local ride‑hailing regulators (e.g., California’s Public Utilities Commission) are also required.

Arizona Market and Infrastructure

  • This marks Zoox’s first foray into Arizona, a state known for permissive autonomous‑vehicle regulations, flat terrain, and warm weather. Phoenix was previously the launch site for Waymo’s robotaxi service in 2020.
  • Zoox is opening depots in Dallas and Phoenix and a new command center in Scottsdale. These “fusion centers” house fleet‑operations teams that provide remote guidance, rider support, and real‑time coordination to help vehicles navigate complex scenarios and support riders when needed.
  • The company expects the new facilities to create hundreds of jobs in the region.
