Tesla says FSD Lite is coming to older cars globally, but timing is uncertain

Tesla is in a pickle.

Company CEO Elon Musk has been promising fully autonomous driving via Tesla’s Full Self‑Driving (FSD) package for years. However, in January it became clear that older Teslas—those equipped with HW3 hardware, as opposed to newer HW4 hardware—don’t support full FSD and never will.

Background

Many HW3 owners have already purchased the FSD package, which has cost thousands of dollars (the price has changed repeatedly over the years). To appease these owners, Tesla previously promised a stripped‑down version of the software, called FSD V14 Lite, that would run on HW3 vehicles, but only in the United States.

Global Expansion of FSD Lite

On Wednesday, Tesla announced that it will expand FSD V14 Lite to additional international markets. In a tweet the company wrote:

“Following future rollout of FSD V14 Lite for HW3 vehicles in the US, we plan on expanding V14 Lite to additional international markets. This update ensures that HW3 vehicle owners will continue to benefit from ongoing software updates. Since international rollout is subject to several factors (completion of technical verification, regional adaptation & relevant regulatory approvals), we can’t provide definitive dates at the moment, but will provide updates on a rolling basis.”

The announcement coincides with the recent approval of FSD in the Netherlands, which could open the door for the software to be allowed throughout the European Union. Tesla has been running supervised FSD tests across Europe; the author notes that it works reasonably well in Croatia. However, HW3 owners who have purchased FSD are unhappy to be left behind, and some have launched a claims site (hw3claim.nl) asking for refunds.

Differences Between FSD and FSD Lite

  • FSD aims to provide a truly autonomous driving experience (unsupervised FSD).
  • FSD Lite includes some FSD features but remains a driver‑assistance package.

During Tesla’s Q1 2026 earnings call, Musk stated that “Hardware 3 simply does not have the capability to achieve unsupervised FSD,” citing memory bandwidth, lower camera resolution, and processing power constraints.

Caveats and Timeline

Tesla’s VP of AI, Ashok Elluswamy, described FSD V14 Lite as a “distilled version of the same V14 software that we released for Hardware 4.” He indicated that the U.S. rollout would occur by the end of June. International rollout will follow, subject to:

  • Technical verification
  • Regional adaptation
  • Relevant regulatory approvals

Given Musk’s history of setting unrealistic timelines, HW3 owners in Europe and elsewhere may face a long wait.

Potential Retrofit to HW4

During the same earnings call, Musk mentioned that Tesla will eventually offer the ability to retrofit older cars with HW4 hardware. Details such as the start date, eligibility criteria, and potential costs remain unclear.
