Copilot Chat improvements for pull requests

New abilities

Three new abilities improve how Copilot Chat responds to pull request questions. These work in both on-page and immersive (github.com/copilot) chat:

Pull request understanding: When a pull request is given as context, Copilot Chat now includes data like comments, file changes, commits, and reviews.
Pull request review: Ask Copilot Chat to help review a pull request, and it’ll provide a structured review.
Pull request summary: Ask Copilot Chat to summarize a pull request, and it’ll provide a concise overview of the changes.

We’ve updated the suggested prompts for chat (e.g., “Help review this pull request”) to guide you through the relevant functionality.
