AI 산업 경쟁이 개별 기술 개발을 넘어 국가 간 생태계 연결 경쟁으로 확장되고 있다. 글로벌 시장에서는 스타트업과 연구기관, 투자 네트워크를 연결하는 국제 협력 구조가 AI 산업 경쟁력을 좌우하는 핵심 요소로 떠오르는 분위기다.
서울시 AI 산업 육성 거점인 서울 AI 허브가 체코 인공지능협회와 협력해 국내 AI 스타트업의 유럽 시장 진출 지원에 나선다. 지난 7일 서울 양재동 메인센터에서 체코 인공지능협회(ČAUI-Česká asociace umělé inteligence)와 업무협약(MOU)을 체결하고 양국 AI 산업 생태계 간 협력 체계 구축을 추진한다고 밝혔다.
이번 협약은 한국과 체코의 AI 산업·연구·투자 네트워크를 연결하고 스타트업 및 기관 간 글로벌 협력 기반을 강화하기 위해 추진됐다. 협약식에는 루카시 벤즐 체코 인공지능협회장 겸 체코 상공회의소 AI 분과 위원장과 크리슈토프 리글 체코 무역청 한국 지사장 등이 참석했다.
체코 인공지능협회는 기업과 공공기관, 학계, 비영리기관 등 400개 이상 회원 기관이 참여하는 체코 대표 AI 협회다. AI 기술의 산업 적용과 책임 있는 확산을 지원하고 있다.

투자·공동연구·글로벌 네트워크 협력 확대
양 기관은 이번 협약을 통해 투자 연계와 공동 연구, 글로벌 네트워크 협력을 단계적으로 확대해 나갈 계획이다.
구체적으로는 △양측 투자 네트워크를 활용한 IR 행사 및 투자 연계 △공동 연구 프로젝트 및 사업 참여 △한국·유럽 시장 진출 협력 △기관 간 네트워크·행사·프로그램 연계 등을 추진한다.
서울 AI 허브는 이번 협약이 국내 AI 스타트업의 유럽 진출 기반 확대에 실질적인 도움이 될 것으로 기대하고 있다. 유럽 시장은 AI 규제와 산업 표준, 현지 네트워크 진입 장벽이 높은 시장으로 평가받는 만큼 현지 산업 협회와의 협력 중요성이 커지고 있다는 설명이다.
동시에 우수한 체코 AI 스타트업의 한국 시장 진출과 공동 사업 기회도 확대될 전망이다.
최근 글로벌 AI 시장에서는 미국·중국 중심 경쟁 구도 속에서 유럽 역시 자체 AI 산업 육성과 규제 체계 정비에 속도를 내고 있다. 이에 따라 한국 AI 스타트업들도 단순 기술 수출을 넘어 현지 네트워크와 협력 구조를 확보하는 전략이 중요해지고 있다는 분석이 나온다.
변우석 서울 AI 허브 센터장은 “AI 산업은 국가 간 기술 경쟁을 넘어 글로벌 협력 생태계 구축이 중요한 시점”이라며 “이번 협약을 통해 서울 AI 스타트업들이 유럽 시장으로 진출할 수 있는 실질적인 교두보를 마련하고 글로벌 협력 기회를 확대해 나가겠다”고 말했다.
루카시 벤즐 체코 인공지능협회장은 “한국은 빠르게 성장하는 AI 혁신 국가 중 하나”라며 “서울 AI 허브와의 협력을 통해 양국 AI 기업과 기관 간 새로운 협력 기회를 발굴하고 생태계 연결을 강화해 나가길 기대한다”고 밝혔다.
한편 서울 AI 허브는 서울시가 양재 일대를 AI 특화 거점으로 육성하기 위해 설립한 기관으로, 현재 서울대학교 산학협력단과 한국전자통신연구원(ETRI) 컨소시엄이 운영하고 있다. AI 스타트업 지원과 연구개발 협력, 글로벌 네트워킹 프로그램 등을 통해 서울시 AI 산업 생태계 활성화를 지원하고 있다.
Seoul AI Hub Expands Cooperation with Czech AI Association to Connect European AI Market
Competition in the AI industry is expanding beyond the development of individual technologies to a race for connecting ecosystems across nations. In the global market, international cooperation structures linking startups, research institutions, and investment networks are emerging as a key factor determining the competitiveness of the AI industry.
Seoul AI Hub, a hub for fostering the AI industry in Seoul, is partnering with the Czech Artificial Intelligence Association to support the entry of domestic AI startups into the European market. It announced that it signed a Memorandum of Understanding (MOU) with the Czech Artificial Intelligence Association (ČAUI-Česká asociace umělé inteligence) at its main center in Yangjae-dong, Seoul on the 7th and is pursuing the establishment of a cooperation framework between the AI industry ecosystems of both countries.

Expanding investment, joint research, and global network cooperation
Through this agreement, both organizations plan to gradually expand investment linkages, joint research, and global network cooperation.
Specifically, they will promote IR events and investment linkages utilizing both sides’ investment networks, participation in joint research projects and businesses, cooperation in entering the Korean and European markets, and linking networks, events, and programs between the institutions.
The Seoul AI Hub expects this agreement to provide substantial assistance in expanding the foundation for domestic AI startups to enter the European market. It explains that cooperation with local industry associations is becoming increasingly important, as the European market is considered to have high entry barriers due to AI regulations, industry standards, and local networks.

Meanwhile, the Seoul AI Hub is an institution established by the Seoul Metropolitan Government to foster the Yangjae area as a specialized AI hub, and is currently operated by a consortium comprising the Seoul National University Industry-Academic Cooperation Foundation and the Electronics and Telecommunications Research Institute (ETRI). 投資・共同研究・グローバルネットワーク協力拡大
両機関は今回の協約を通じて投資連携と共同研究、グローバルネットワーク協力を段階的に拡大していく計画だ。
具体的には△両側投資ネットワークを活用したIR行事及び投資連携△共同研究プロジェクト及び事業参加△韓国・欧州市場進出協力△機関間ネットワーク・行事・プログラム連携などを推進する。
ソウルAIハブは今回の条約が国内AIスタートアップの欧州進出基盤拡大に実質的な役に立つと期待している。欧州市場は、ＡＩ規制と産業標準、現地ネットワークへの参入障壁が高い市場と評価されるほど、現地産業協会との協力の重要性が高まっているという説明だ。
同時に優れたチェコAIスタートアップの韓国市場進出と共同事業機会も拡大する見通しだ。
